Hi
German Words with this not General English/US Chars will will Cut in the Console , and ingame this Chars will be Missing. Roter Schlüssel is it.
But its not a problem this Chars have a combi for this Words !
So this Words become normal Chars Back 
ö = oe
ä = ae
u = ue
Here the Issue !
When you can't fix that , it will may Work with Gob File Extract to edit this Words for in-Game , but im Wait first if you can fix this for both  |

ok , i have make a Temporary Fix now for In-Game and Console Messages
Just extract this in the Dark Forces Main Folder !
Container Manager v0.9a by Alex , can fine Extract DF1 Gob Files , Gob Explorer can't open DF1 Gob Files !

Interesting. The fact that you had to change the message text file suggests that this version probably had a different EXE in DOS, where they modified the way text is handled. If so, that would explain why it doesn't work in TFE. Definitely a post-1.0 issue, I'm afraid. (And obviously the console is set up to handle this either)

@lucius May TFE dosn't Support UTF-8 or Unicodes or another Special Chars Cyrillic etc. !
But i have also Found in Notepad ++ some Lines with UTF-8 , seems like Unicodes , i can just see this with UTF-8 Encoding !
Edit : i have again Chang it to : Roter Schlüssel Unicoes are still removed , but with the same Result than before ! also TFE dosn't support this Special Chars & Unicodes !
The Exe File's not , from Steam Version so far , but some Gob Files even !

The console/System UI does not have proper UTF8 support. That will be coming in the future.
