Scrolling on automap overlay

TFE build v0.91.000-1-ge1aa3da

In DOS DF, when you scroll on the automap (by holding the ~ key), the player's movements are disabled until you release the ~ key.

In current TFE build, scrolling on the automap also moves the player. This makes it difficult to use the LANTFH teleport cheat

Note- in TFE, tilde is used to show the console so a different key (ins) is assigned to map scrolling.
