When looking at the map in the PDA (F1) the [ and ] keys are reversed
] decrements the layer
[ increments the layer
(They work correctly when using the map overlay accessed by pressing TAB)

It also seemed to me that using [ and ] would sometimes skip a layer, for example from 1 to 3 (bypassing layer 2).
(Best experienced on the Asteroid mod, which has a ridiculous number of map layers!!
